What are Complete Streets?
Streets are a vital part of livable, attractive communities. Everyone, regardless of age, ability, income, race or ethnicity, ought to have safe, comfortable and convenient access to community destinations and public places -- whether walking, driving, bicycling or taking public transportation. The Florida Department of Transportation (FDOT) supports Complete Streets, adopting a statewide Complete Streets Policy and Implementation Plan, and integrating Complete Streets techniques into the 2018 FDOT Design Manual.

Complete Streets Implementation Plan
The Citywide Complete Streets Implementation Plan strives to achieve active, safe streets guided by an understanding of the relationship between surrounding land uses and street types in order to design streets and provide a transportation system that meets the mobility needs of people who use it. The plan also supports the prioritization of transportation improvements in conjunction with development efforts.
Fort Harrison Avenue Complete Streets Study
The city kicked off its latest Complete Streets concept planning efforts in September 2019, studying the Fort Harrison Avenue corridor from Belleair Boulevard to the south to the merge with Myrtle Avenue/Alt. 19 to the north. The project connects three major destinations, Morton Plant Hospital Campus, Downtown and the future Imagine Clearwater waterfront redevelopment and the North Marina Area. The city’s primary goal is to develop a Complete Streets Concept Plan that will enhance safety, mobility, and accessibility while also considering the land use contexts and character surrounding the corridor.
A Project Visioning Team (PVT) of representatives of neighborhoods and businesses near the corridor, as well as city and other agencies’ staff, discussed various aspects of the corridor and provided guidance to the city’s project team on the recommendations and concepts which City Council approved on December 3, 2020.

Complete Drew Street
The city of Clearwater received funding assistance through the Forward Pinellas Complete Streets Program to develop a Complete Streets Concept Plan for Drew Street from North Osceola Avenue to US Highway 19. City council approved the preferred Complete Streets scenarios for the Drew Street project area in September 2018.
